Yes, a student who has been permanently expelled or suspended from their regular school board can attend TVO ILC. Because TVO ILC acts as an independent, distance-education high school, it serves as an excellent alternative for students needing to continue their education. [1, 2, 3, 4]
However, there are specific administrative rules you must follow to register:
If you are under 18: You cannot register directly online. You will need to provide a letter from your local school board acknowledging that you intend to do home schooling and that you are released from compulsory attendance at a regular brick-and-mortar school.
If you are 18 or older (or an adult learner): You can register directly as an independent student without needing board permission. [1, 2, 3]
It is important to note that TVO ILC will only drop or terminate a student for violating their own ILC Code of Conduct (such as academic integrity or technology misuse), not because of a past expulsion from a different school board. [1, 2, 3, 4, 5]

Narrated Abu Huraira: One day while the Prophet (ﷺ) was sitting in the company of some people, (The angel) Gabriel came and asked, “What is faith?” Allah’s Messenger (ﷺ) replied, ‘Faith is to believe in Allah, His angels, (the) meeting with Him, His Apostles, and to believe in Resurrection.” Then he further asked, “What is Islam?” Allah’s Messenger (ﷺ) replied, “To worship Allah Alone and none else, to offer prayers perfectly to pay the compulsory charity (Zakat) and to observe fasts during the month of Ramadan.” Then he further asked, “What is Ihsan (perfection)?” Allah’s Messenger (ﷺ) replied, “To worship Allah as if you see Him, and if you cannot achieve this state of devotion then you must consider that He is looking at you.” Then he further asked, “When will the Hour be established?” Allah’s Messenger (ﷺ) replied, “The answerer has no better knowledge than the questioner. But I will inform you about its portents.
1. When a slave (lady) gives birth to her master.
2. When the shepherds of black camels start boasting and competing with others in the construction of higher buildings. And the Hour is one of five things which nobody knows except Allah.
The Prophet (ﷺ) then recited: “Verily, with Allah (Alone) is the knowledge of the Hour–.” (31. 34) Then that man (Gabriel) left and the Prophet (ﷺ) asked his companions to call him back, but they could not see him. Then the Prophet (ﷺ) said, “That was Gabriel who came to teach the people their religion.” Abu ‘Abdullah said: He (the Prophet) considered all that as a part of faith.
حَدَّثَنَا مُسَدَّدٌ، قَالَ حَدَّثَنَا إِسْمَاعِيلُ بْنُ إِبْرَاهِيمَ، أَخْبَرَنَا أَبُو حَيَّانَ التَّيْمِيُّ، عَنْ أَبِي زُرْعَةَ، عَنْ أَبِي هُرَيْرَةَ، قَالَ كَانَ النَّبِيُّ صلى الله عليه وسلم بَارِزًا يَوْمًا لِلنَّاسِ، فَأَتَاهُ جِبْرِيلُ فَقَالَ مَا الإِيمَانُ قَالَ ” الإِيمَانُ أَنْ تُؤْمِنَ بِاللَّهِ وَمَلاَئِكَتِهِ وَبِلِقَائِهِ وَرُسُلِهِ، وَتُؤْمِنَ بِالْبَعْثِ ”. قَالَ مَا الإِسْلاَمُ قَالَ ” الإِسْلاَمُ أَنْ تَعْبُدَ اللَّهَ وَلاَ تُشْرِكَ بِهِ، وَتُقِيمَ الصَّلاَةَ، وَتُؤَدِّيَ الزَّكَاةَ الْمَفْرُوضَةَ، وَتَصُومَ رَمَضَانَ ”. قَالَ مَا الإِحْسَانُ قَالَ ” أَنْ تَعْبُدَ اللَّهَ كَأَنَّكَ تَرَاهُ، فَإِنْ لَمْ تَكُنْ تَرَاهُ فَإِنَّهُ يَرَاكَ ”. قَالَ مَتَى السَّاعَةُ قَالَ ” مَا الْمَسْئُولُ عَنْهَا بِأَعْلَمَ مِنَ السَّائِلِ، وَسَأُخْبِرُكَ عَنْ أَشْرَاطِهَا إِذَا وَلَدَتِ الأَمَةُ رَبَّهَا، وَإِذَا تَطَاوَلَ رُعَاةُ الإِبِلِ الْبُهْمُ فِي الْبُنْيَانِ، فِي خَمْسٍ لاَ يَعْلَمُهُنَّ إِلاَّ اللَّهُ ”. ثُمَّ تَلاَ النَّبِيُّ صلى الله عليه وسلم {إِنَّ اللَّهَ عِنْدَهُ عِلْمُ السَّاعَةِ} الآيَةَ. ثُمَّ أَدْبَرَ فَقَالَ ” رُدُّوهُ ”. فَلَمْ يَرَوْا شَيْئًا. فَقَالَ ” هَذَا جِبْرِيلُ جَاءَ يُعَلِّمُ النَّاسَ دِينَهُمْ ” . قَالَ أَبُو عَبْدِ اللَّهِ جَعَلَ ذَلِكَ كُلَّهُ مِنَ الإِيمَانِ.
Sahih Al Bukhari, Book 2 – Hadith 43;
And the Saying of Allah تعالى: “It is not Al-Birr (piety, righteousness and every act of obedience to Allah) that you turn your faces to east and (or) west (in prayers); but Al-Birr is (the quality of) the one who believes in Allah, the Last Day, the Angels, the Book (Holy Scripture), the Prophets and gives his wealth, in spite of the love for it, to the kinsfolk and to the orphans and to Al Masakin (the poor) and to the wayfarer and to those who ask, and to set slaves free; and perform As-Salat (Iqamat-as-Salat) and gives the Zakat , and who fulfil their covenant when they make it, and who are patient (in severe poverty), and ailment (disease) and at the time of fighting (during the battles). Such are the people of truth, and they are Al Muttaqun.” (V.2:177) “Successful indeed are the believers.” (V.23:1)
وَقَوْلِ اللَّهِ تَعَالَى: {لَيْسَ الْبِرَّ أَنْ تُوَلُّوا وُجُوهَكُمْ قِبَلَ الْمَشْرِقِ وَالْمَغْرِبِ وَلَكِنَّ الْبِرَّ مَنْ آمَنَ بِاللَّهِ وَالْيَوْمِ الآخِرِ وَالْمَلاَئِكَةِ وَالْكِتَابِ وَالنَّبِيِّينَ وَآتَى الْمَالَ عَلَى حُبِّهِ ذَوِي الْقُرْبَى وَالْيَتَامَى وَالْمَسَاكِينَ وَابْنَ السَّبِيلِ وَالسَّائِلِينَ وَفِي الرِّقَابِ وَأَقَامَ الصَّلاَةَ وَآتَى الزَّكَاةَ وَالْمُوفُونَ بِعَهْدِهِمْ إِذَا عَاهَدُوا وَالصَّابِرِينَ فِي الْبَأْسَاءِ وَالضَّرَّاءِ وَحِينَ الْبَأْسِ أُولَئِكَ الَّذِينَ صَدَقُوا وَأُولَئِكَ هُمُ الْمُتَّقُونَ}. وَقَوْلِهِ: {قَدْ أَفْلَحَ الْمُؤْمِنُونَ} الآيَةَ.

Anas ibn Malik reported: The Messenger of Allah, peace and blessings be upon him, was never asked anything for the sake of Islam but that he would give it. A man came to the Prophet and he gave him many sheep, so the man returned to his people and he said, “O my people! Embrace Islam, for Muhammad gives in charity as if he has no fear of poverty!”
In another narration, Anas said, “Indeed, a man would embrace Islam desiring worldly gains. He would not practice Islam but for a while, until Islam became more beloved to him than the world and everything in it.” Source: Ṣaḥīḥ Muslim 2312; Grade: Sahih (authentic) according to Muslim

Sea Fever –by John Masefield
I must go down to the seas again, to the lonely sea and the sky,
And all I ask is a tall ship and a star to steer her by;
And the wheel’s kick and the wind’s song and the white sail’s shaking,
And a grey mist on the sea’s face, and a grey dawn breaking.
I must go down to the seas again, for the call of the running tide
Is a wild call and a clear call that may not be denied;
And all I ask is a windy day with the white clouds flying,
And the flung spray and the blown spume, and the sea-gulls crying.
I must go down to the seas again, to the vagrant gypsy life,
To the gull’s way and the whale’s way where the wind’s like a whetted knife;

And quiet sleep and a sweet dream when the long trick’s over.
